Budget Implementation Act 2021. The first post-COVID budget was a massive omnibus covering pandemic recovery, childcare, housing, and environmental policy. It committed over $100 billion in new spending across dozens of programs. Each program represented a major policy decision, yet all were packaged into a single vote.
